WASHINGTON-Barack Obama's Cabinet to defend military operations in Libya, saying that the policy of war in North African countries do not require approval from Congress.

Obama administration plans to send 30 pages length report to Congress that is intended to explain the U.S. involvement that 'limited' in the current operation has been taken over by NATO. The report also contains a number of arguments regarding the use of Obama's constitutional right to direct the mission directly, the AP reported on Wednesday (06/15/2011).

The report was prepared in response to criticism of U.S. lawmakers about Obama's war policy in Libya.

"The Constitution requires the president to exercise caution and remain obedient to the law. It should be underlined that one of the laws that must be obeyed is the War Resolution which requires Congressional approval, if not the president should withdraw within 90 days of notification of military operations, "a spokesman for the U.S. parliament, John Boehner, said in a letter on Tuesday (14 / 6).

"We give five days before the cabinet would otherwise violate the War Resolution, unless they request and receive authorization from Congress or withdraw all U.S. troops from the mission (in Libya)," he added.

However, the legal adviser to the U.S. State Department, Harold Koh, rejected the statement.

"We're not saying War Resolution unconstitutional or should be eliminated. We may refuse to consult with Congress because of our involvement in even this limited mission, "Koh said on Wednesday (15 / 6).

White House report to Congress explaining that the U.S. would only provide logistical support, intelligence, and reconnaissance for NATO.

However, a report by the Pentagon entitled "Contribution of the United States in Operation Libya Protection" states that the U.S. is the largest contributor in the war and the conduct nearly 27 percent of all air attacks.
